Correctional Assessment and Intervention SystemTM (CAIS)

After an extensive review of existing assessment and classification systems, NCCD has combined elements of the best tools available to assist agencies in dealing with the complex issues of offender treatment and supervision. While many different approaches have emerged in recent years, few have demonstrated the level of validity and reliability necessary to improve decision making and maximize the effectiveness of limited correctional resources (see, for example, Reliability and Validity of the LSI-R Risk Assessment Instrument, Austin, Coleman, Peyton, and Johnson, 2003). With crime rates beginning to rise after a decade-long decline and parole revocation rates at all-time highs in many jurisdictions, better methods of assessment and supervision are clearly needed.

Correctional Assessment and Intervention System (CAIS) combines the following components:

  • Case Management Classification (CMC), a system that provides proven methods for supervising offenders both in the institution and in the community (Six separate evaluations have concluded that CMC significantly reduces recidivism; an extensive study conducted in Florida concluded that CMC reduced failure rates by 44%)
  • A risk assessment system validated and revalidated in many jurisdictions over the last two decades
  • A needs assessment that, when combined with CMC and the risk assessment, forms the basis for effective case planning and maximizes the use of available resources
  • A web-based data system that supports the model and provides timely quality control data to supervisors and managers

Juvenile Assessment and Intervention SystemTM (JAIS)

Juvenile Justice agencies are faced with reducing recidivism and targeting services to those youth most in need. Decisions about programs and treatments must be based on a valid and reliable assessment of juveniles’ needs, strengths, and risk of reoffending. NCCD has developed Juvenile Assessment and Intervention System (JAIS) as a comprehensive assessment and intervention planning system designed to improve outcomes for juvenile offenders in both institutional and community programs. JAIS addresses both the qualitative and quantitative aspects of case management. JAIS was originally designed to provide caseworkers and probation officers with:

  • Specific approaches that will likely result in positive change on the part of the individual juvenile offender.
  • An understanding of case dynamics and a basis for formulating an effective approach for any juvenile.
  • An assessment of the juvenile’s likely response in either an institutional or community setting.
  • The ability to quickly assume a proactive rather than a reactive stance in the supervision process.

JAIS is the next generation of Strategies for Juvenile Supervision (SJS). The SJS approach was based on the successful Client Management Classification (CMC) model utilized with adults.
